ASPECTS OF THE PREPARATION OF COMMANDERS OF RESCUE EQUIPMENT BOATS IN A MARITIME UNIVERSITY
DescriptionEvery year on the seas, on average, up to 100 accidents occur involving the loss of ships and men. A high proportion of accidents exist for the ships of the Russian Federation. Thus, in 2015, there were 72 emergency cases and 86 sailors died. The reasons for the absolute majority of emergency incidents with ships are unsatisfactory technical condition of the ship; the errors and omissions in the course of organizational and technological activities related to the shipping industry; adverse meteorological situation in the navigation area and its negative impact on the ship; the negative effect of the "human factor". The entry into force of a number of international conventions, codes and resolutions of the International Maritime organization (IMO) and national legislative acts and normative documents related to the safe operation of ships and prevention of pollution of the aquatic environment certainly contributes to the resolution of these problems. However, the widespread reduction in the size of crews increased the load on the navigation composition, and this circumstance sometimes becomes fatal to ship and crew. In case of death of the ship, the sailors can escape with the help of individual and collective rescue means. For this purpose, in accordance with the IMO requirements and curricula, the future command structure of the transport vessels undergoing special training in the Maritime training institutes with the Coastal training centers (BUTTS), and receive appropriate certificates confirming their theoretical and practical training. The article analyzes the conventional process of preparation of the students to act in emergency situations, the ability to apply individual and collective rescue means to manage the duty and lifeboat and life raft, to organize the survival of the people on the rescue means at sea

Cadets’ moral qualities are presented as special moral orientation of personality inherent in soldiers’ moral character traits, as well as their worldview, ideals and other socially beneficial interests, their sense of duty, patriotism, internationalism, hatred for external and internal enemies, self-sacrifice, personal responsibility for their Homeland. SOME INNOVATIVE FORMS OF ORGANIZATION OF INDEPENDENT ACTIVITY OF STUDENTS IN CONSTRUCTIVE LEARNING
DescriptionConducted in our country reforms require active participation in their realization of all citizens. The development of the economic components of the state, will allow not only to strengthen the defense potential of the country, but also to raise the quality of life of the population. To solve this problem the country needs competent specialists, real, educated professionals, masters of their craft. The most important task of each University is to prepare such graduates. Training at the University is done not only through training and education, but also in the process of independent activity of students. Independent work is the activity performed by the students of the University without direct contact with the teacher or teacher-driven mediated through specific training materials; it is an integral, compulsory element of the learning process, providing primarily individual work of students in accordance with the setting of teacher or textbook curricula. In the modern didactics, independent work of students is, on the one hand, a kind of educational work carried out without direct intervention, but under the guidance of a teacher, and as a means of engaging students in independent cognitive activity, the formation methods of the organization of such activities. The effect from independent work of students can be obtained only when it is organized and implemented in the educational process as a holistic system that runs through all the stages of learning of students in high school. ABOUT THE NEED TO CHANGE THE BURDEN STANDARDS FOR PEDAGOGICAL WORK OF FACULTY STAFF
DescriptionThe article reveals the content of pedagogical work activities for teaching staff in the main activities of the Department (academic, educational, methodical, scientific and organizational-methodical work). We have offered a rational standard time for their quality execution, allowing improving the quality of training of university graduates. It is proposed to consider additional classes and consultations in the burden time of teachers, as well as the norms of time for preparation for publishing educational and scientific literature, development of training, methodological, logistical and organizational-methodical work. It is shown, that the participation of teachers in researches and development with the aim of earning money for the University reduces the level of the educational process. To improve the quality of training of students, we have offered a number of key measures that needed to be organized by the Ministry of education and science of the Russian Federation, and also, by employees of the administrative apparatus of universities

TO THE PROSPECTS OF DEVELOPMENT OF THE EDUCATION SYSTEM IN RUSSIA
DescriptionA strategic task, which will accelerate the development of the economy is the reform of the education system, which has to be focused on improving the quality of training of graduates in secondary and higher educational institutions. The article describes the main causes of low quality of graduates of schools and universities in our country. The author proposes a complex of organizational and methodical actions, implementation of which will lead to a significant improvement of quality of preparation of graduates of secondary and higher educational institutions. Among these activities we might highlight: developing a strategic plan for the development of the education system, professional standards for employees of the administrative apparatus of education, the nomenclature of the main structural divisions of educational institutions of system of training personnel for universities, the system of training of specialists of the highest level of quality assessment of students ' knowledge and their labor potential, the system of training scientificpedagogical personnel and improving their qualifications, passports, graduates of secondary and higher educational institutions and certificates of qualification of teachers, teachers and employees of the administrative apparatus of the education sector, the system of Patriotic education of students of secondary and higher educational institutions, evaluation criteria, efficiency and the ability of educational institutions to give quality knowledge. Prerequisite to achieve high results in educational activities is to raise the status and the prestige of a teacher of educational institutions

ABOUT INCREASING THE PRESTIGE OF HIGHER TECHNICAL PROFESSIONAL EDUCATION IN RUSSIA
DescriptionThe article elucidates reasons for the falling prestige of higher technical professional education in Russia and based on their analysis we propose measures aimed at raising the status of technical specialists. These activities include: development of a strategic plan of development of higher professional education, a system of vocational guidance of graduates of secondary educational institutions; improvement of quality of preparation of scientific-pedagogical staff and development of effective system of training of teachers; the quality of the educational process and development of effective system of training of graduates; development of objective criteria for assessing the effectiveness of universities; development of a system of Patriotic education of students of secondary and higher educational institutions; increase of salaries of specialists, influencing the country's economic development, the status and prestige of the profession of high school teacher. It is necessary to develop a strategic plan for the development of higher professional education urgently since the first part of young professionals will be ready only after 4 years. Nevertheless, retraining and advanced training of specialists of technical and technological disciplines needed for the development of modern techniques and technologies, including foreign ones, we can start today. ABOUT INCREASE OF WORK EFFICIENCY OF THE DEPARTMENT
DescriptionThe main structural units of the University are departments; the results of their work influence the quality of knowledge, skills and competence of graduates and the image of the University. The article reveals the reasons of unproductive interaction of the departments with divisions, providing educational process; it also discusses suggestions that will improve the performance of the main indicators of assessment of the efficiency of activities of the University. It is shown, that a systematic approach is the basis in the organization of work of structural divisions of the University, but it is difficult to implement, if managers and supervisors do not have authority. To improve the quality of graduates and their demand in the labor market, it requires exempting the Department from administrative work. These functions can be redirected to the management, departments and services with modern electronic information processing system. To achieve high results in training in-demand graduates is possible when the offices and the departments will work as a team with the lecturers, in cooperation and understanding
