01.00.00 Physical-mathematical sciences
DescriptionAn analysis of the experimental data obtained by the authors, as well as reference books, allowed to hypothesize about the essential role of gravitational convection in electromembrane systems with ampholytes even in underlimiting current regimes. The article is devoted to the development of the mathematical model of ion transport in a flow elecrtomembrane system during electrodialysis of ampholyte-containing solutions with taking into account a possible appearance of gravitational convection, in particular, due to nonisothermal protonation–deprotonation reactions of ampholytes. The article presents the boundary value problem that is the new mathematical model for diffusion, convection and electromigration of four components of the solution (ions of sodium, dihydrogen phosphate and hydrogen, as well as molecules of orthophosphoric acid) in a half of an electrodialysis desalination channel, adjacent to an anion-exchange membrane. The membrane is considered as ideally selective and homogeneous. The system of partial differential equations, that is the base of the model, also includes equations of Navier-Stokes, material balance, convective heat conduction and the electroneutrality condition. The system of equations is supplemented by a number of natural and original boundary conditions. A distinctive feature of this study is the absence of assumptions about the equilibrium of chemical reactions in a diffusion layer. The results of the study can be used for the development of environmentally rational and resource saving membrane technologies for a processing of products of agro-industrial complex

NON-GOVERNMENTAL ORGANIZATIONS IN NATIONAL SECURITY STRATEGIES OF THE USA DURING 1991-2010
DescriptionThis article presents the results of the content analysis of the US National Security Strategies published in the period 1991-2010. The emphasis is on identifying the role of non-governmental organizations in building of the US political strategy, as well as considering the evolutionary path of NGOs during various presidential administrations of the United States. The conclusion is drawn that during the considered period nongovernmental organizations became an integral part of the US foreign policy doctrine. NGOs have become one of the most important instruments of the "soft power" of the United States, primarily with regard to the spread of democratic foundations and civil society. The results demonstrate the difference in approaches to the "soft power" between the democratic and republican administrations of the United States of America

NEO-INDUSTRIALIZATION IN BASE OF IDEAS OF KNOWLEDGE ECONOMY AND HIGHER TECHNOLOGICAL MODES
DescriptionThis article has analyzed the contents of the main theories making a modern paradigm of knowledge economy from the point of view of formation of new industrial policy which main contents is neoindustrialization on the basis of the highest technological modes (5th and 6th). Experience of reindustrialization in the countries of Europe, China and the USA is analyzed as well. The article offers an expanded interpretation of import substitution which is neo-industrialization. The research problem consists in creation of theoretical bases and methodology of formation of neoindustrial policy and a neo-industrial complex of knowledge economy in relation to features of the agrarian and industrial region. It is necessary to carry out systemic neo-industrialization for the solution of this task in the all-Russian scale. The wide palette of views of the Russian researchers of neo-industrialization, knowledge economy, the 6th technological mode, spiritual production is analyzed. Among new approaches of mechanisms of realization of neo-industrialization it is possible to allocate: strategic planning; program and target approach; implementation of priority industrial projects of various scale; cluster approach; publicprivate partnership; institutes of development. It has been noted, that the universal mechanism of neo-industrialization is the industrial policy – obligatory attribute of the state participation in economic development of any country. The methodological base of research of a perspective of neo-industrialization is carried out on the bases of evolutionary, synergetic, institutional and resource theories, and the theory of the human capital and a modern paradigm of knowledge economy. The methodological principles of research are offered. Research is conducted using the following main methods: system campaign; system and cognitive method of the analysis of the environment of the region, modeling of elements of strategy of neoindustrialization of the region and structure of a neo-industrial complex; PESTEL-, MESO - SWOT- analysis of the regional environment, and also an assessment of risks and opportunities; technologies of strategic management; program approach to neo-industrialization strategy realization

MODELS OF NEURONET INFLATION IN RUSSIA
01.00.00 Physical-mathematical sciences
DescriptionThe article’s conclusion is that for adequate and effective inflation modeling in Russia by means of modern neuronet technologies it is necessary to consider tendencies of economic development. For training and forecast, it is necessary to use only those periods of time within the limits of which identical economic tendencies work. The article uses modern tool means, such as neuronet, which is offered to technology, for approximation and forecasting of rates of inflation

PRIVATE PENSION FUND: ESSENCE, CHARACTERISTICS AND FUNCTIONS
DescriptionIn developed and developing countries around the world, social security is beginning to gain a more important role, directly or indirectly affecting one of any economy priorities - maintaining and increasing the welfare of society. At the same time, constantly evolving and developing economic processes derive the task of the social security system regulating on a more complex level. There is a need for constant optimization and bringing the above-mentioned mechanism to such a state that would be able to meet modern criteria. The provided by the state and non-state pension institutes system acts as a basic element of social security whose responsibility area is to create a comfortable financial situation of old age people. Today the effectiveness of the non-state provision system and private pension funds lends itself to wide criticism that entails the actualization and possible rethinking of the existing theoretical framework. This article describes the theoretical aspects of the private pension funds essence. Here is the systematization of the many approaches to the definition of the investigated institute. In addition, the authors identify a number of private pension funds features and functions. The article gives the authors understanding of the private pension funds essence

THE HIGHER ASYMPTOTIC EXPANSIONS FINDING FOR BOUNDARY VALUE PROBLEM OF THE ZOM MODEL
01.00.00 Physical-mathematical sciences
DescriptionIn this article authors propose the asymptotic solution of the boundary value problem modeling the transport of salt ions in the cell electrodialysis desalination unit. The domain of the camera desalting broken into two subdomains: electroneutrality and space charge. Subdomains has own asymptotic expansion. The subdomain of the space charge has unique solvability of the current approach used by the solvability condition of the next approximation
