GENERAL FACTORS INFLUENCING THE EFFICIENCY OF IMPLEMENTATION OF EGOVERNMENT
DescriptionThe article discusses the development of e-government concept and the key factors that have a major impact on this process. In this study, the external environment is defined and we have specified the inner enlarged structure of the system. The influence on the development of the concept is exploring with factors of external and internal environment. The influence of factors on the formation of the paradigm of egovernment is showing on the example of historical development. Further, successful practice in the establishment of e-government are analyzed and then are noted some problems arising in this process. The accumulated international and local experience is studied in this area, that is reflected in list of practical experiments and theoretical studies by group of scientists. E-government is examined not only as the management structure, but also as the information technology system. Key trends are analyzed and the impact of factors is discovered in relation to selected components of the system of e-government. The article reveals the factors responsible for the success of egovernment implementation and the factors that increase the risk on the project. Low-level factors are grouped on its subjects to identify the basic and secondary groups of factors, which affect selected elements of the system. Current state of domestic construction industry and especially system of orders for implementation of construction works at the expense of budget funds in the Russian Federation has been evaluated in the article. Organizational and legal aspects of implementation of public procurement in the world have been researched. Main Russian and foreign legislation governing rules and descriptions of competitive mechanism of public procurement have been characterized and estimated.

The article explains that the formation of new content and forms of professional training of future teachers in higher education institution must be implemented with emphasis on its ability to self-development, but rather, on professional and personal self-development. This work discusses the following areas that characterize the professional and personal selfdevelopment of future teachers of mathematics: the organization of the educational process with a strong orientation to future teachers of mathematics; integration of educational technologies of selfdevelopment of personality of students – future teachers of mathematics, aimed at formation of skills of independent educational activity, ability to selfeducation; formation of professional communicative competence of future mathematics teachers both through traditional means of communication in the educational process, and through remote (computermediated communication); the actualization of reflexivity of personality of future teacher of mathematics; the development of the requirement of motivational sphere, based on professional motives and interests, willingness to self-improvement in professional activity. It is shown that the process of professional and personal self-development of future teacher of mathematics in the educational process of a university will be efficient if all of these areas will manifest themselves together, inseparable from each other

DescriptionIn this article we propose a method of determining the share or the significance (weight) of indicators of Beaver and risks R in the portfolio formed by these parameters allowing us to minimize the mean square error evaluating the effectiveness of the portfolio (risk) in the assessment of the financial condition of the companies investigated. The proposed method is the minimization of a quadratic form in variables satisfying lengthy conditions, i.e. the quadratic programming. This technique is implemented using four methods of optimization: analytical method, using built-in function minimization block given, the penalty function method and the gradient method. More so, this technique allows, as shown by the results of the computational experiments, the expert without routine statistical data processing to obtain additional information on the credit worthiness of the investigated enterprise and make a more informed conclusion about its financial condition, which speeds up the decision on granting a loan required by a company. Based on the techniques proposed in this paper, other techniques of assessing the creditworthiness of businesses may be constructed using the results of optimization theory based on well-established applied research methods: Method of evaluating the creditworthiness of Russia, Credit scoring method, the American method, method of Altman and others
