Asymptotic analysis // Scientific journal of Kuban State Agrarian University, 2016. – №08(122)] and devoted to assessing the possibility of gravitational convection due to the recombination of hydrogen and hydroxyl ions. The article presents the solution of a boundary-value problem, which is a mathematical model of electrodiffusion for the four types of ions at the same time (two ions of salts and hydrogen and hydroxyl ions) in the diffusion layer in electro-membrane systems with ideal selective membrane, with the heat transfer equation and the Navier-Stokes equation. The article shows the possibility of the emergence of gravitational convection due to the exothermic reaction of recombination of water molecules in the depth of the solution. The article considered the reaction of recombination of hydrogen ions and hydroxyl, although the main results can be applied, after appropriate modifications, and to amfolit-containing solutions, such as wine, juices, dairy products, microbiological processing of biomass (amino acids, anions of polybasic carboxylic acids), municipal effluent (anions of phosphoric acid), etc.

DescriptionThis article is devoted to the asymptotic analysis of boundary value problem for a system of equations of Nernst-Planck and Poisson for a singularly perturbed system of ordinary differential equations [1], based on two parameters. This boundary value problem simulates electrodiffusion of four kinds of ions at the same time in the diffusion layer in electro-membrane systems with perfectly selective membrane, taling into consideration the reaction of recombination of two ions. Meanwhile the other two ions represent ions of a binary salt. As a simple example, we consider the transport of ions sodium, chlorine, hydrogen and hydroxide, moreover, hydrogen and hydroxyl ions recombine in the diffusion layer. A more complex case is the transfer of the products of dissociation of the dihydrogen phosphate of sodium, namely, ions of sodium and dihydrogen phosphate, the latter dissociate at the interface, in turn, hydrogen ions and hydrogen phosphate. Thus, in the solution can simultaneously store three different types of ions: sodium, hydrogen, phosphate. During the transfer, hydrogen ions and ions of hydrogen phosphate recombine to produce phosphoric acid. The article has revealed the structure of the Nernst diffusion layer at currents above Harkatsa current. It is shown, that in the diffusion layer, there are two types of boundary layers: the inner (reaction) boundary layer and boundary layer at the interface solution / membrane

SPECIAL CASES OF INVERSE MATRICES

DescriptionThe inverse matrix for the square matrix A of order n with coefficients of some field exists, as it is known then and only then, when its determinant is not equal to zero. If the matrix A has a certain type (certain structure), then an inverse matrix A-1 should not have exactly the same structure. Therefore, it is interesting to describe such square matrices A, which have an inverse matrix A-1, having the same structure as the matrix A, under certain conditions. For example, a subdiagonal matrix with nonzero elements on the main diagonal has an inverse matrix over a field of characteristic zero, having also the form of subdiagonal matrix. Similarly, an inverse matrix towards symmetrical or skew-symmetric matrix is also symmetric or skew-symmetric accordingly. Also, the matrix inverse to non-degenerate (nonsingular) circulant will be a circulant itself, and finally, the matrix inverse to nonsingular quasdiagonal matrix D will be quasdiagonal itself, and will have the same partitioned structure as D. Thus, there is a problem of determining these types of nonsingular matrices that have an inverse matrix of the same type as a given matrix. In line with this problem in the present study it is determined such type of matrices for which an inverse matrix has the same type, at that the conditions are identified in explicit form, ensuring the nonsingularity of the matrix. The matrices of three orders are shown in detail. These results allow determining the characteristics of fields over which there are inverse matrices of the considered types

A NUMERICAL ALGORITHM IN THE PROBLEM OF SELF-ORGANIZATION OF LABOR RESOURCES

DescriptionIn this article, there is a numerical method of solving the problem of self-organization of the labor resources. The problem deals with finding probabilities of hiring and the layoffs of specialists from the sectors of the labor market. A mathematical model of labor resources dynamics is used to solve this problem. The initial problem is incorrect, because number of equations of the descriptive system is less than number of unknown variables. A special algorithm is designed for guaranteed finding the normal solution in finite number of iterations. The algorithm is separated into two key stages. Initially, unconditional normal solution of the problem is found by applying the modified method of Gauss for underdetermined systems. Later, this solution is projected in the subspace of permissible values. After that, the normal solution of the problem with consideration of non-negativity of the desired values is being found by using the gradient projection method. The proposed algorithm has been successfully used to develop application in programming environment C++. This application is focused on solving of the problem of selforganization of the labor resources. Comparative analysis of speed of the application and add-ins MS Excel "Solver" showed that the same problem is solved much faster in the application designed by the author than in a table processor MS Excel when using the add-in "Solver". This demonstrates the high efficiency of the proposed method

NON-GOVERNMENTAL ORGANIZATIONS IN NATIONAL SECURITY STRATEGIES OF THE USA DURING 1991-2010
DescriptionThis article presents the results of the content analysis of the US National Security Strategies published in the period 1991-2010. The emphasis is on identifying the role of non-governmental organizations in building of the US political strategy, as well as considering the evolutionary path of NGOs during various presidential administrations of the United States. The conclusion is drawn that during the considered period nongovernmental organizations became an integral part of the US foreign policy doctrine. NGOs have become one of the most important instruments of the "soft power" of the United States, primarily with regard to the spread of democratic foundations and civil society. The results demonstrate the difference in approaches to the "soft power" between the democratic and republican administrations of the United States of America

PRODUCTION TECHNOLOGY OF PREPARATION OF SOIL BY TERRACING THE SLOPES

DescriptionSlope land (ravines, gullies, mountain areas) for many countries of the world are important areas of economic activity, and for some they are the only living space. In the mountainous areas there are cereals and feed, fruit, citrus, nut, berry and essential oil crops, grapes, tea and many others. On slope lands, soil preparation by terracing is widely used. The article considers modern technologies and machines for the construction of terraces in order to create protective and fruit plantations on them and to involve new areas in agricultural turnover. There are two main ways to create terraces: hinged and rifled. Most often, when terracing on tractor-passable slopes, various plows and graders (floor terraces) are used, and on tractor-passable slopes there are universal bulldozers and terrasers (rifled terraces). The shuttle plow PCHS-4-35 and revolving plows are especially convenient for the device of floor terraces, with the help of which it is possible to significantly increase labor productivity by reducing the time for idle runs. For rifled terraces, we use a large complex of machines, the most productive of which are: terraser-Ripper TR-2A; terraced equipment TK-4; terraser T-4M, etc. The use of the proposed complex of machines in the construction of raised and rifled terraces will help to increase productivity and involve new lands in agricultural turnover, which will ultimately increase food security of the Russian Federation

GENERAL FACTORS INFLUENCING THE EFFICIENCY OF IMPLEMENTATION OF EGOVERNMENT
DescriptionThe article discusses the development of e-government concept and the key factors that have a major impact on this process. In this study, the external environment is defined and we have specified the inner enlarged structure of the system. The influence on the development of the concept is exploring with factors of external and internal environment. The influence of factors on the formation of the paradigm of egovernment is showing on the example of historical development. Further, successful practice in the establishment of e-government are analyzed and then are noted some problems arising in this process. The accumulated international and local experience is studied in this area, that is reflected in list of practical experiments and theoretical studies by group of scientists. E-government is examined not only as the management structure, but also as the information technology system. Key trends are analyzed and the impact of factors is discovered in relation to selected components of the system of e-government. The article reveals the factors responsible for the success of egovernment implementation and the factors that increase the risk on the project. Low-level factors are grouped on its subjects to identify the basic and secondary groups of factors, which affect selected elements of the system. RUSSIA'S FOREIGN TRADE POLICY AS THE BASIS FOR DEEPENING THE INTEGRATION IN THE EAEU
DescriptionThe theme of the development of trade relations within the regional associations is currently very relevant. The presented article examines the indicators characterizing the dynamics of Russia's exports and imports with other members of the Eurasian Economic Union. The structure of export and import of the EAEU countries with third countries is studied. The most perspective directions of Russia's foreign trade policy aimed at deepening integration within the framework of the EAEU are analyzed. Trade trends in the EAEU are analyzed in detail. The reasons for the reduction in the supply of goods to Russia from some of the countries of the Unified Energy System are revealed: economic instability, the depreciation of the Russian ruble against the US dollar, high inflation and a decline in the purchasing power of the Russian population. The negative and positive impact on the trade turnover of Russia of the devaluation of its national currency is assessed. Particular attention is paid to the impact of mutual Russian-Western sanctions on trade relations in the EAEU. The authors conclude that stimulating the development of trade relations between the EAEU countries should become one of the priority directions of the economic policies of the member countries, since it has a special significance for strengthening economic ties and bringing the economies of the EAEU economies closer to the level of development
