DescriptionAn analysis of the experimental data obtained by the authors, as well as reference books, allowed to hypothesize about the essential role of gravitational convection in electromembrane systems with ampholytes even in underlimiting current regimes. The article is devoted to the development of the mathematical model of ion transport in a flow elecrtomembrane system during electrodialysis of ampholyte-containing solutions with taking into account a possible appearance of gravitational convection, in particular, due to nonisothermal protonation–deprotonation reactions of ampholytes. The article presents the boundary value problem that is the new mathematical model for diffusion, convection and electromigration of four components of the solution (ions of sodium, dihydrogen phosphate and hydrogen, as well as molecules of orthophosphoric acid) in a half of an electrodialysis desalination channel, adjacent to an anion-exchange membrane. The membrane is considered as ideally selective and homogeneous. The system of partial differential equations, that is the base of the model, also includes equations of Navier-Stokes, material balance, convective heat conduction and the electroneutrality condition. The system of equations is supplemented by a number of natural and original boundary conditions. A distinctive feature of this study is the absence of assumptions about the equilibrium of chemical reactions in a diffusion layer. The results of the study can be used for the development of environmentally rational and resource saving membrane technologies for a processing of products of agro-industrial complex

This article proposes an approach to teaching mathematics in high school, based on the application of application software packages, which is especially relevant in connection with attempts to transition in the upper grades to profile education, when the student chooses the direction of more in-depth study of subjects, based on his own inclinations. The substantiation of necessity of development of methodical positions and recommendations on use of packets of applied programs on lessons of mathematics in the senior classes of high school is given. The analysis of existing packages of applied programs for teaching mathematics in high school is carried out. During the research, packages used for solving mathematical problems are considered: MS ESCEL, STATISTICA, MATCAD. Known packages of applied programs are classified according to groups of applications in mathematics lessons. Approaches to the use of application packages in math lessons during the pedagogical experiment have been tested. The pedagogical experiment was conducted on the basis of the State Budget Professional Educational Institution of the Krasnodar Territory "Beloglinsky Agrarian Technical Technical School". Currently, with the support of the Krasnodar region administration, the task of returning the Cossack way of life in the territory of Kuban is being solved. In these conditions, features of honor, dignity and business reputation of Cossacks of the Kuban Cossack army as objects of the civil protection legal relationship on their judicial protection from defamation, considered in the article, become very relevant. It is suggested in defamatory litigation to leave the stereotyped, based on the same for all understanding of these immaterial benefits, to take into account their characteristics for the different groups of population, including Cossacks of the Kuban Cossack army

DescriptionTraditionally, control decisions are made by solving repeatedly the forecasting problem for different values of control factors and choosing a combination of them that ensures the transfer of the control object to the target state. However, real control objects are affected by hundreds or thousands of control factors, each of which can have dozens of values. A complete search of all possible combinations of values of control factors leads to the need to solve the problem of forecasting tens or hundreds of thousands or even millions of times to make a single decision, and this is completely unacceptable in practice. Therefore, we need a decision-making method that does not require significant computing resources. Thus, there is a contradiction between the actual and the desired, a contradiction between them, which is the problem to be solved in the work. In this work, we propose a developed algorithm for decision-making by solving the inverse forecasting problem once (automated SWOT analysis), using the results of cluster-constructive analysis of the target states of the control object and the values of factors and a single solution of the forecasting problem. This determines the relevance of the topic. The purpose of the work is to solve the problem. By decomposing the goal, we have formulated the following tasks, which are the stages of achieving the goal: cognitive-target structuring of the subject area; formalization of the subject area (development of classification and descriptive scales and gradations and formation of a training sample); synthesis, verification and increasing the reliability of the model of the control object; forecasting, decision-making and research of the control object by studying its model. The study uses the automated system-cognitive analysis and its software tools (the intelligent system called "Eidos") as a method for solving the set tasks. As a result of the work, we propose a developed decision-making algorithm, which is applicable in intelligent control systems. The main conclusion of the work is that the proposed approach has successfully solved the problem

There are about 575 thousand of citizens in the Krasnodar Region that are entitled to a preferential medical maintenance in accordance with the Federal Law of 17.07.1999 (№178-FZ) "On state social assistance." About 120 thousand of preferential prescriptions for 150 thousand of medicines are serviced per month. In order to make the drugs prescription process based exceptionally on real medical indications in accordance with modern concepts of medical service quality it is necessary to plan the medical-economic drugs prescription validity control (MEC). The work proposes the analysis and synthesis method of decision support system (DSS) modules for automation the selection of drugs prescription and medicinal maintenance cases, concerning the federal benefit recipients, while performing the MEC. DSS allows medical experts to estimate the efficiency of federal funds costs, that are spent on the preferential medicinal maintenance, moreover, it can serve as a basis for future purchases planning, as well as to correct and improve the efficiency of medical prescriptions. The DSS was developed in accordance with the approved procedure of information exchange in the Krasnodar Region; it involves the integration with existing systems. Furthermore, as the federal register of persons, entitled to the state social assistance, has common formats among all the Russian Federation subjects, the developed system can be easily adapted in other regions

STRUCTURAL ADJUSTMENT OF FEDERAL REQUIREMENTS FOR MEDICAL INFORMATION SYSTEMS AT THE REGIONAL LEVEL
DescriptionOn the performance of basic healthcare informatization in constituent entities of the Russian Federation in 2011-2013 the use of open source software became preemptive. The heads of medical organizations were recommended to coordinate medical information systems with the new federal requirements taking into account the regional features and preserve the priority of the open source. To solve this problem for the Krasnodar Region, the article proposes measures of program infrastructure modernization of medical and administrative activity automation within medical-diagnostic processes. It specifies the medical organization infrastructure. The aims and objectives of the existing system modernization are also determined there. The federal requirements for medical organizations’ information systems are adapted to the region peculiarities. The article has a practical significance since it can be used to prepare the technical specifications for modernization and/or maintenance of medical information systems in medical organizations and to support the educational process and scientific research works in the field of research and development of medical information technologies in Universities. It is addressed to the heads of government healthcare departments of constituent entities of the Russian Federation, the heads of medical organizations and to the healthcare informatization staff. It will be useful for the preparation of practical assignments for students to create the software technical documentation

THE INFLUENCE OF TRANSNATIONAL BANKS ON THE FINANCIAL SYSTEM OF RUSSIA
DescriptionThe relevance of the topic is related to the fact that TNBs have a decisive influence on the development of the global economy and the restructuring of international economic relations, significantly accelerating the processes of globalization. The presented article details the consequences of the arrival of foreign transnational banks in the banking system of Russia. The analysis of the number of credit organizations with the participation of non-residents was carried out. The structure of credit institutions with foreign investments in Russia by the share of non-residents in their authorized capital is examined. The rating of banks with 100% participation of non-residents on the size of the authorized capital was compiled. State measures for regulating the activities of foreign banks are examined in detail. The problems of the development of the Russian banking system are revealed and a set of measures for its development is proposed

THE DEVELOPMENT OF COUNTRIES' CREDIT RATING ASSESSMENT SYSTEM

DescriptionThis work presents a new approach to the countries’ credit rating definition, based on the advanced mathematical models, such as neural network model, multiple regression, cluster analysis and discriminant analysis. A range of the analyses such as discriminant, cluster, multiple regression models and a neural network were performed on the following economic figures: GDP per capita, GDP value, annual growth rate of GDP, FDI - foreign investment, rate of unemployment, consumer price inflation index, the size of government debt in percentage of GDP. The results, obtained for each model were combined in the countries’ credit rating estimation system called "7M"

HUMAN CAPITAL AS A UNIQUE FACTOR OF ECONOMIC AND POLITICAL POWER OF THE STATE
DescriptionAt present time, when mankind is in postindustrial phase characterized by constantly changing economic conditions, intellectual resources are in the foreground as key factors of economic development. This means that knowledges and skills have crucial significance in achieving economic success. The article reveals the theoretical basis of the concept of human capital, which appeared in the middle of the XX century as a narrow definition and which has been expanding over time. In this article human capital is considered as a key factor of economic competitiveness of a modern state. International experience shows that the world leading countries in socio-economic development are the countries with a high level of education, health, science and culture. The share of human capital in the national wealth of these countries exceeds 70% as a rule. At the same time, there is a significant depletion of human capital in Russia as a result of substantial understatement of its value, which is a very big mistake that has devastating economic consequences for our country in the future. The main emphasis of this article is focused on the further developing of human capital as a priority factor of socio-economic development of our country.
