ROLE OF ALIMENTARY FIBERS IN TREATMENT AND PREVENTION OF THE OBESITY
06.00.00 Agricultural sciences
DescriptionExcess body weight is a serious problem, involving a set of diseases presently. For this reason, taking into account demands of science there was a development of production of food with the lowered energy value for the people having first of all obesity that led to production of substitutes. Even more often producers resort to use of nutritional supplements, which generally receive in synthetic way. In this article, we analyzed multiple references and summarized the material regarding beet fibers. As a result of numerous researches it has been proved that food fibers make favorable impact both on the separate systems of a human body, and on all organism. The use of the minor products of processing of the plant raw material is also critical; they allow improving the preventive properties of products and enriching them with dietary fibers, protein, and mineral elements and also development of food development of curative and preventive action. Citri-Fi food fibers which are received from dried-up orange pulp are well-known, they can keep a large amount of water throughout technological process. They exert positive impact on structure of fat that gives the chance to create a product with the lowered content of fat

THE ROLE OF LAND, WATER AND MINERAL RESOURCES IN THE CONFLICTS IN AFRICA AND THE WAY FORWARD
DescriptionThe scarcity of natural resources has become a serious problem in terms of security in the world. This article examines the role of the limited resources in conflicts in Africa. The main source of conflict is the issue of control of resources and the right to a healthy environment. Here we consider the case of the regional conflicts in the African context. A large number of major rivers in Africa also have been the cause of conflicts between the riparian countries. However, most of these problems have been successfully solved, and in many cases, this process led to the formation of regional blocs for economic and diplomatic cooperation in the region. In addition to inter-State disputes, there are also internal disputes among regions or states within the same country for the control of resources. However, in some cases these regions have developed wellcoordinated approaches to resolving the disputes: either by judicial apportionment, congressional action or based on negotiated compacts. In general, we believe that a careful application of equitable resource-sharing formula to volatile areas is a basic condition for peace and stability in Africa

01.00.00 Physical-mathematical sciences
DescriptionFor a field task, we have shown the analytical solution of the control example by means of which the condi-tions of the correct application of a method of second-ary sources of a field. The numerical decision in the form of Fourier series of the same task, but with use of the method of secondary sources is found. The method of the registration of heterogeneity of the environment which enters secondary sources the way that bring together analytical and numerical solutions is offered

Description
In the article, we have given the recommendations for using of the theory developed by us for the synthesis of technical systems (TS) of the process of choice knowledge from the area of knowledge. The developed methodology for the research of the real system (RS) and the synthesis of TS can be used in the development of the scientific direction - the artificial intelligence (AI). Also, for the solution of problems where you want to automate the process of choosing the desired knowledge of specific area of knowledge. The developed theory for obtaining a binary tree of nodes of the system of questions and answers will help synthesize any TS where there is a choice of knowledge of a given area of knowledge. This theory will be developed further with the self-development of TS as part of the AI system

REGRESSIVE METHODS OF PROGNOSTICATION OF THE LOAD-GRAPH OF ELECTRICAL EQUIPMENT
DescriptionThe article discusses the use of regression methods of forecasting the deterministic time series on the example of the load curve. Forecasts of the load curve of electrical equipment are the demands of consumers and their security in EPS. All predictive tasks are based on prediction models. Electricity consumption is happening on an electronic level; storing electricity on an industrial scale is impossible, the consumption depends on many random factors. Therefore, generally, we use a combination of mathematical and heuristic models. This is the daily task of power systems and many technical, economic and commercial decisions on the management regimes depend on its solutions. Development of methods of forecasting of the energy consumption in the system of decision-making today is one of the priority directions in the Russian power industry. Therefore, the work associated with the development of methods and algorithms of forecasting of power consumption in the power sector is still relevant

REAL AND VIRTUAL TEXTS IN A PROCESS OF TEACHIG FOREIGN STUDENTS (ON A BASIS OF RUSSIAN LANGUAGE)
10.00.00 Philological sciences
DescriptionThe article deals with different approaches how to interfere texts analysis in the program of teaching foreigners (on the basis of the Russian language). According to our research, for beginners it is more reasonably to use and analyze real texts, as far as these texts are close to life, have simple vocabulary and grammar. For the virtual texts the situation is the opposite. The main aim of the author is to please the reader, that is why the author uses a lot of tropes, metaphors, figures and very complex grammar to show the beauty of his language. For foreign students this may be a problem at the beginning, because they are not good in the language and it is very hard to understand. The analysis of the virtual texts is better to do on the base or advanced level

THE IMPLEMENTATION OF THE CONCEPT OF "ELECTRONIC GOVERNMENT" IN HIGHER EDUCATION
DescriptionThe article describes the current state of the transition to paperless exchange of documented information. The general trend of application of information technologies in the field of document management is linked to the concepts of "electronic government" and "information society". The article gives an overview of the legal and regulatory framework the concept of "electronic government" in Russia. We present the dynamics of modern forms of communication and creating unified information space to ensure efficient, effective interaction of society and the state, including the transition to work with documents in electronic form, on education and science. The author has conducted a detailed analysis of the functioning of the module of "Interaction" between the Ministry of education and science and its subordinate organizations; we have also identified technological features of exchange document information. Based on the analysis, we give the evaluation of the implementation of the module of "Interaction"; we emphasize the urgency and high efficiency of information exchange, as well as comfort for users

EXPANDING THE RANGE OF GLUTEN-FREE FLOUR CONFECTIONERY PRODUCTS BASED ON BUCKWHEAT AND QUINOA
DescriptionExpanding the range of flour confectionery products for people suffering from intolerance to wheat protein is relevant in the circumstances of import substitution. The domestic market of gluten-free confectionery products fully meets the demand of this category of people, which are dominated by sweet tooth children, requiring constant variety of confectionery. Therefore, the purpose of the work, which consists in expanding the range of pastry products based on buckwheat and quinoa, is relevant. The study presents a shortbread recipe based on buckwheat flour with different dosages of quinoa, a block diagram of the production and evaluation of the quality of the finished confectionery. Sensory evaluation of quality was carried out by a tasting analysis by a special system of scores: quantified indicators of quality - color, taste, smell, surface, shape and form in a break - is presented in the form of balls, followed by mathematical processing. We have defined physical and chemical indicators of quality biscuits, including moisture, alkalinity, absorption, fat and sugar content. Based on the assessment of quality of gluten-free shortbread we have set the optimal ratio of buckwheat flour and quinoa is equal to 70:30. The developed formulation will expand the range of gluten-free flour confectionery and can be adapted to the process and the equipment installed on the existing confectionery businesses
