Description
The article describes the creation and use of the national literature and national Circassia’s language, as a major factor of Sovietization of the North Caucasus in the process of integration of the region in Soviet geopolitical space in the 1920s-1930s. The article is made in the framework of regional competition: "The North Caucasus: Tradition and Modernity" in 2014 - the Krasnodar Territory. 14-11-23007 Project Type "(p)", the theme: "The Role of the national intelligentsia in the incorporation of the North Caucasus in the Russian geopolitical space of the. Nineteenth century. - 20-ies. Twentieth century. (based on the Adyghe people). " It is pointed out that the development of the national writing by Circassian intelligence became not only an important matter of national life of Adyghe people, but also a key part of the national policy of the Soviet authorities towards national minorities. It is noted, that in many respects, revolutionary events in Russia became one of the most powerful external factors that stimulated the revitalization of Circassian intelligentsia in the development and diffusion of national literature. It is shown that in the course of the policy of "language building" in the national autonomies within the first twenty years of the Soviet government the graphics based writing changed three times (Arabic, Latin, Russian) and three times they were eliminating illiteracy. The conclusion is that intellectuals deprived of the possibility to solve these issues, and a key influence on the development of national literature evolution of Circassians had views of the Bolsheviks in the language policy. In general, the issue of writing, mostly related to the problem of education in specific historical circumstances, has acquired great social and political importance, and has become an important part of the national policy of the Soviet government in matters of Sovietization of the North Caucasus

The article describes the process of creation of an adaptive control system with a reference model to stabilize the temperature of drying agent. It is shown that the closed systems work with the operated models is quite satisfactory and therefore can be implemented in production. THE MODERN REQUIREMENTS TO AUDIT DOCUMENTATION IN ACCORDANCE TO ISAS
DescriptionThe article is about modern requirements to audit documentation in accordance with International Standards of Audit (ISAs). As the usage of ISAs in Russia obliges auditors to use the new approaches to agreeing terms of audit engagement, audit planning, obtaining audit evidence and forming audit opinion, an auditor has to prepare new forms of audit documentation as the result of an audit conduct. The main standard that contains information about audit documentation is ISA 230 «Audit documentation». It gives definition of «audit documentation», «audit file», «requirements to audit documentation» etc. The author also analyses the theses of some other ISAs that might also contain rules of making audit documentation. For example, ISA 210 «Agreeing the term of audit engagements» obliges auditor to make an audit engagement letter, ISA 501 «Audit evidence – specific consideration for selected items» says that an auditor should conduct inventory of materials and as the result of it make a request for being included into in the inventory committee etc.

DescriptionThe article deals with the problem of eliminating environmental pollution by oil-contaminated waste. It's suggested modern ways of improving technologies for oily waste utilization. The comparative characteristic of the essence, advantages and disadvantages, effectiveness of ways of waste recycling is described. The basic utilization technologies of oil sludge of various origins are emphasized taking into account the aspects of their composition and properties. It's represented the results of a patent search in this area to ensure a high level of new developments. It's characterized the developed technologies for utilization and recycling of oily waste to produce environmentally products of utilization – organic and mineral additives which are suitable for use as secondary material resources

MODERN DEVELOPMENTS IN THE FIELD OF SUPERTHIN CRUSHING OF FOOD FIBRES
DescriptionIn this work, we have analyzed the multiple literary sources and summarized the material regarding beet dietary fibers. Their composition, physicochemical, physicomechanical and hygrothermal properties were studied. The study of the particle-size distribution showed that the content of the insoluble fraction exceeded the content of the soluble fractions in all the samples. The use of the secondary products of processing of the plant raw material is also critical; they allow improving the preventive properties of products and enriching them with dietary fibers, protein, and mineral elements. The properties and quality of the raw material are, to the large extent, determined by and depend upon its granulometric composition, that is, upon the size of particles that compose this object. The authors determined the granulometric composition of the studied nutritional supplements. It was found out that the use of the combination of the impacts together with the abrading impact led to the intensification of the process, a decrease in the milling time and the uniformity of the obtained granulometric composition. The choice of the vertical mill as milling equipment in combination with the metal balls added to it to increase the efficiency of milling and uniformity of the granulometric composition of beetroot fibers was proved experimentally

MODERN MODELS AND METHODS OF DIAGNOSIS OF METHODOLOGY COMPETENT TEACHERS
DescriptionThe purpose of the research is development of models and methods of diagnostics of methodical competence of a teacher. According to modern views, methodical thinking is the key competence of teachers. Modern experts consider the methodical competence of a teacher as a personal and professional quality, which is a fundamentally important factor in the success of the professional activity of teachers, as well as a subsystem of its professional competence. This is due to the fact that in today's world, a high level of knowledge of teachers of academic subjects and their possessing of learnt basics of teaching methods can not fully describe the level of professional competence of the teacher. The authors have characterized the functional components of methodical competence of the teacher, its relationship with other personalprofessional qualities (first - to the psychological and educational, research and informational competence), as well as its levels of formation. Forming a model of methodical competence of the teacher, the authors proceeded from the fact that a contemporary teacher high demands: it must be ready to conduct independent research, design-learning technologies, forecasting results of training and education of students. As a leading component of the methodical competence of the teacher is his personal experience in methodological activities and requirements of methodical competence determined goals and objectives of methodical activity, the process of the present study, the formation of patterns of methodical competence of the teacher preceded the refinement of existing models methodical activity of scientific and pedagogical staff of higher education institutions and secondary vocational education institutions. The proposed model of methodical competence of the teacher - the scientific basis of a system of monitoring of his personal and professional development, and evaluation criteria and levels of her diagnosis - targets system of vocational training and re-training of high school teachers. Innovation policy is a model of methodical competence of the teacher, and the main model of the mechanism of its formation - methodical activity (in close connection with other activities). Research methods: analysis of scientific and methodical literature and best practice methodological activities in educational institutions, modeling, methods of the theory of sets and relations, methods of quality control, methods of multivariate analysis systems. Methodological bases of research: a systematic, qualimetric, competence and process approaches. Description
The purpose of research – the development of models and methods of multiparametrical diagnostic the research activities of scientific and pedagogical collectives of educational institutions. The problematics of research is improving the quality and productivity (the efficiency) of research activities in educational institutions. The problem of research is the question of how to objectively and comprehensively (in a complex) diagnose the research activities of scientific and pedagogical collectives? The urgency of solving specified problem is caused by the need to ensuring a close relationship between research, methodological and educational activities in educational institutions. We have also to consider the increasing role of clusters in the Russian economy, cooperation and integration levels (steps) a system of continuous education, etc. The authors identified the parameters reflecting significance of research activities of the scientific and the pedagogical collectives for the scientific and educational community (social megaenvironmental). When allocating indicators the authors took into account that science - the social and cultural phenomenon and the social institution, and the most important aspect of the significance of the research activity - in the innovative development of various spheres of human activity. The applied methods of research: mathematical modeling; methods of the theory of graphs, sets and relations; methods of "artificial intelligence" and the multi-parameter analysis of systems; methods of quality control (theory of latent variables). MODERN METHODS OF EVALUATING THE PRODUCTIVITY OF THE RESEARCH ACTIVITY

DescriptionThe purpose of the research is development of the new methods of diagnostic the research activities productivity. It is known, that for the evaluation the productivity of a scientist we usually use a well-known index of Hirsch, the introduction of which in 2005 was a significant step forward compared with application of this index as the ratio of the number of references to works of scientist and publications themselves. At the same time even h-index as an indicator is not flawless, the main flaw is weak differential ability: a number of links to the most cited publications of the scientific worker does not matter after reaching a certain threshold. It is necessary to develop a method of estimating the productivity of scientific worker, which preserves dignities of h-index and removes its shortcomings. This will allow evaluating the productivity of research activities more objectively. Methodological bases of the research: a systematic approach (considering the science as a social institution in close connection with the society as a whole), a metasystem approach (considering the results of the scientific activities as a metasystem, i.e. the system with relatively independent components), probabilistic and statistical approach (considering the research activities as the random process), a synergistic approach (considering science like a self-organized system) qualimetric approach (considering the productivity of scientific activity as latent variables that reflect a variety of criteria)
