FACTORS OF STEADY AND BALANCED DEVELOPMENT OF REGIONAL ECONOMIC SYSTEMS
DescriptionThe article proves the need of identification and classification of the most relevant factors of the sustainable balanced development of the regional economic system (RES). Substantial filling of the category "sustainable balanced development" which is accepted within the real research is designated. On the basis of the analysis of the classifications of factors of the sustainable balanced development of economy of the region presented in scientific literature their discrepancy modern is established to conditions of globalization of the economy causing increase of a role of foreign economic activity of territorial subjects of the Russian Federation in ensuring their long-term competitiveness. Proceeding from the last, within the classification of factors of the sustainable balanced development of RES offered by authors the following their groups are allocated: global, national, regional. For each of the designated groups we substantiated the set of relevant factors

We have considered hybrid nontraditional and renewable sources of energy in terms of optimizing their work based on the knowledge of technical and functional peculiarities of each. We used classification of clusters of nontraditional and renewable energy of sources, depending on the proportion of replacing power in energy consumption and on the type of nontraditional and renewable energy of sources. We examined a simulation model of the hybrid cluster using the structural diagram and performed statement of the problem by means of the full and multifactor experiment. THE GREAT PATRIOTIC WAR AND ITS FALSIFICATORS
DescriptionThe authors analyze the results of the lessons and consequences of the Great Patriotic War of 1941-1945 in the context of modernity, as well as falsification attempts to distort, defame and otherwise detract the role of the USSR in the victory over Nazi Germany. They argue that the knowledge of the truth about the Great Patriotic War gives us the opportunity not only proud of the feat of their fathers and grandfathers, our homeland, but also strengthen the belief in the great future of modern Russia. They say that for a long time in Western historiography, and, unfortunately, in the domestic, and plant abstracts, not only contrary to the truth, archival materials and documents, but also the common logic. In particular, the article in question of who is to blame for fueling the war - the Soviet Union and Germany, Stalin or Hitler? The authors argue that, despite some external similarities in politics and ideology of the two historical actors of Stalin and Hitler, the two totalitarian regimes, it is really only superficial similarities. The authors show that it is the ideology and politics of fascism and Nazism became the primary cause of the outbreak of Hitler started World War II, and then the attack on the Soviet Union. The article stated a direct continuity between past and present Nazi fascism, emerging after the coup in the Ukraine with the direct support of the West. The article analyzes and that assistance provided by the Soviet Union and its allies in the anti-Hitler Germany - United States and Britain. Without belittling their contribution to winning, the authors, however, have proved a decisive role of our country in it

MEANS OF EXPRESSION OF DISAGREEMENT AND ITS SEMANTICAL AND SYNTACTICAL IMPORTANCE

DescriptionThis article is devoted to communicative and pragmatical importance of the speech act of disagreement and means of its expression. Importance of communication increases in the modern world because of improvement of informational technologies and expansion of borders of communicative space. Therefore, the research of features of communication ceased to have applied character and got to the area of studying of many sciences and linguistics. Research of expression of semantic category of disagreement is actual for modern linguistics and is because the integrated approach to the analysis of essence of concept of disagreement for the purpose of its adequate description of system and functional properties is necessary. The dialogical unities containing reciprocal remarks of disagreement are the object of the research. The object of the research is the features of disagreement, which are shown at the lexical and grammatical levels of any language and in some spheres of communication. The purpose of this work is to express the act of disagreement from the point of view of semantical and syntactical importance, to consider basic lexical means, both verbally and nonverbally. The article deals with the problem of oil-contaminated waste utilization. It has suggested the ways of technological advancement taking into account the principles of BAT. The analysis of the legal framework for BAT in Russia and the EU is carried out. The features of the state regulation in the field of BAT and the main approaches to formation of a complex of measures for transition to principles of BAT are considered. It has described the innovative approach to the development of waste treatment technologies that are best and available from an environmental and economic point of view. It has identified limiting parameters affecting the efficiency of waste utilization and the suitability for use as secondary material resources, particularly in the construction industry

ABOUT A VARIETY OF MEDIA GENRES IN MODERN RUSSIAN AND FOREIGN JOURNALISM

DescriptionThe article deals with media genres in Russian and foreign journalism in the conditions of modern realia. The researches of this sphere find some reasons, caused by different approaches and criteria existing in different language systems as in Russia, as in abroad. The author of the article has been studying scientists’ works to point out some definitions of genres. In Anglo-American journalism genres have the category of sub-genres, including news report, the news interview, or the news headline. It is also pointed out that with the development of new information technologies many journalistic genres loose its timeliness. They are sketch, satirical article, editorial, press review, other (interview, comment, essay) – in the contrary, increase its existence. New genres are noted, among them are journalistic investigation, confession, version, conversation, press release. In spite of the variety of genres, theorists note their irregularity and migration from one sphere into another (lecture, debates, cross examination). Among all, there are new genres such as Rapinfo – news in patter and fatics which helps to contact with reader, forge and boost links with audience

The current state of the industry and high level of development of technologies dictates the requirements to various electromechanical converters of energy and electric drives. Constantly there are new requirements to these types of devices and their characteristics that lead to creation of more and more difficult devices of the electric drive and control systems which example is cascade systems of electric drives. This type of drives solves part of problems of the modern industry. However, creation of such devices requires development of new approaches to design and creation of cascade systems of the electric drive and its components where one of the most complex challenges is determination of parameters of electromagnetic system. In the article, a new approach is given, in finding electromagnetic parameters of components of the operated cascade asynchronous electric drive, proceeding from the applied types of the electric windings distributed in space. DEVELOPMENT OF AN EXPERT SYSTEM FOR DIAGNOSIS MALFUNCTIONS OF ENGINES OF DIESEL POWER STATIONS
DescriptionThe article considers development of expert system based on semantic networks for diagnosis malfunctions of the diesel power stations engines. The method allows developing expert systems via objectoriented programming language. The expert system allows to identify the problem without involving additional staff: at the start and overheats of the engine, when there is low power, with decreasing pressure etc
