Description
In the present article, a characteristic of the milk–producing sub-complex as an important part of Agro–Industrial Complex is presented. A special economic and social significance of the milk–producing sub-complex of AIC is stated. The product awareness of the country and region depends upon the efficiency of functioning of this sector. There is given an evaluation of the current statute dairy production economy in the Krasnodar region. The dynamic of production and economy indicators of the regional dairy cattle according to the categories of milk producing farms is shown. The analysis of milk selling by the Krasnodar region’s agricultural companies is given as well. There was given out a special role of milk processing facilities, which provide a sustainable meeting of population needs in dairy products. The analysis of the balance of dairy production sector of the Krasnodar region is given as follows: the milk and milk products resources of the region and the ways of their usage are explored. There were indicated the reference points of state support of milk–producing sub-complex within “The State Program of Agricultural development and regulation of markets of agricultural products, raw materials and products for years 2013–2020”. The current interest to the problem of sustainable supply of the population with foodstuffs within the conditions of economic sanctions was mentioned as a stimulus for the domestic producers to increase the output of milk and milk product manufacturing and to conquer new section of the domestic market

DescriptionThe article contains the results of the study of mechanical composition of grapes and biochemical characteristics of white wine grapes for the production of juice of direct extraction and blending. Thus, the yield of studied grapes ranged from 7.5 to 13.2 t / ha: highest yielding varieties and hybrids of Pervenets Magaracha and Tsitronnyy Magaracha, and the lowest - Chardonnay and Pinot blanc. At an average weight of clusters of varieties were divided into three groups - large clusters (230-243 g) in varieties Pervenets Magaracha and Tsitronnyy Magaracha, medium (181-184 g) - the varieties Chardonnay and Pinot blanc, small (112-116 g) - the varieties Bianca and Viorica. By weight of the 100 berries were divided into four groups - Bianca and Viorica (I), Pervenets Magaracha (II), Chardonnay (III), Pinot blanc and Tsitronnyy Magaracha (IV). Weight of 100 seeds from the largest varieties Pinot blanc and Bianca, and the lowest - in the varieties of Tsitronnyy Magaracha and Chardonnay. The solids content in the juices of these varieties ranged from 19.4 to 21.8%, which corresponded to branded products and higher of commodity varieties. Mass concentration of sugars ranged from 18.4 to 21.3 g / 100 cm3. Titratable acid content in the juice was varied from 0.65 to 0.78 g / 100 cm3. Sugar-acid ratio, defined as the ratio of concentration of sugars and titratable acids ranged from 23.6 to 30. The recommended values for this indicator were within 22-30. According to the results of the tasting, we rated "excellent" the juices from the varieties of Tsitronnyy Magaracha, Viorica (19 points) and Bianca (17 points); "good" marks were given to the juices from Pinot blanc, Chardonnay, Pervenets Magaracha: this means that we can get juices of excellent quality from the grape varieties under study with the title of ampelographic variety; in addition, the juice of the grape of varieties Chardonnay, Pinot blanc, Bianca, Pervenets Magaracha due to their potassium content will be functional to improve the cardiovascular system. On the basis of the tasting we have conducted mixing of the juices from the varieties of Viorica and citron Magaracha with other juice varieties 50:50 and 70:30. Sensory evaluation showed that blending juices from the varieties of Viorika and citron juice Tsitronnyy Magaracha other varieties improves product quality and 50:50 increases by one the total score, and 70:30 - two units. Blend of the varieties of Viorica and Tsitronnyy Magaracha does not increase the total score, but gives the product a special flavor and aroma. Hence, using the grape varieties under study we can produce varietal juices with the name of their ampelographic type and blended juices to extend the assortment

DescriptionIn January 2015, at the Vineyard and ZAO "Pobeda" in Temryuk District of the Krasnodar region, the thermometer dropped to minus 21,6 C, which resulted in significant damage to the central wintering buds. The article presents a method of determining the degree of damage of wintering buds. Based on the results of inspection of variety by sections divided into 3 groups. Group 1: saved between 40 and 72% central. This group includes the following 7 varieties : Pervenets Magaracha (uch. 64) Gibernal (uch. 74/3), Viorica (uch. 77), Riton (uch. 66), Riesling (uch. 82), Traminer (uch. 73/2), Chardonnay (uch. 73/3). Cutting of bushes should be carried out by the usual way. The task of cutting - compensate the loss of crops due to leaving the greater load. Group 2: Central buds was damaged nearly 70-85%, saved from 20 to 35% of replacement buds. This group includes Merlot (uch. 83), Tsitronyy Magaracha (uch. 69), Augustine (uch. 66), Saperavi (uch. 79), Chardonnay (uch. 74/1), Muscat white (uch. 73) Cabernet Sauvignon (uch. 80). During cutting should be left as much as possible of annual shoots and well-developed secondary shoots. Group 3: damaged more than 85% of central buds, replacement buds significantly damaged . To this group assigned Saperavi (uch. 80), Pinot blanc (uch. 74), Merlot (uch. 80/2), Moldova (uch. 70), Chardonnay (uch. 68), Moldova (uch. 22) Kaberne- Sauvignon (uch. 68), Moldova (uch. 38), Arkadia (uch. 78), Tsimlyansky black (uch. 68). Pre-cutting consists in removing all clearly dead and unusable parts of the bush (dried vines, stumps, annual shoots) that will accelerate the development of shoots from the angular buds and resting buds. Considering the high plasticity of grape plants, can not only in accelerated way to restore the crown of bushes damaged by frost, but also get a crop in the current year, using special methods of agricultural technology

DescriptionThe article is devoted to the solution of the problem which is the fact that on the one hand, the rating of Russian universities is in demand and on the other hand it hasn’t been created yet. The proposed idea of solving the problem consists in the application of domestic licensing of innovative intelligent technologies for these purposes: we have suggested using an automated system-cognitive analysis (ASC-analysis) and its software tools – the intelligent system called "Eidos". These methods are described in detail in this context. It is proposed to consider the possibility of applying these tools on the example of the Guardian University ranking. The article discusses its private criteria (indicators of universities). We specify the sources of data and the methods of their preparation for processing in "Eidos" system. In accordance with ASC-analysis methodology the article describes the installation of "Eidos", the data input into it, and the formalization of the subject area, synthesis and verification of models, their display and use to solve problems of assessment of the Guardian rating for Russian universities and research object modeling. It also discusses the prospects and ways of development of the integrated rating of Russian universities and operation of rating in adaptive mode. We have also specified the limitations of the proposed approach and the prospects of its development

FORMATION OF AN EFFECTIVE ORGANIZATIONAL-ECONOMIC MECHANISM OF MANAGEMENT IN AGRICULTURAL PRODUCTION
DescriptionThe article is devoted to the problems of creating an effective organizational-economic mechanism of management in agricultural production and the substantiation for the use of a problem-oriented approach in the management of business structures. The article is an exploratory, it has reflected the fact that it dealt with the peculiarities of agricultural production in modern conditions, and it has identified factors increase the effectiveness of entrepreneurial activity in agriculture, the necessity, in order to improve production efficiency, of the use of a problem-oriented approach in the management of business structures. The article considers specific features of agriculture, without which it is impossible to ensure the desired performance of a functioning business structures. It is proved that the solution of the problems of modern development of agricultural production, enhance the competitiveness of domestic enterprises in connection with the entry into WTO is closely linked to the identification of such features and the determination of their effect (stimulating or inhibiting) the final results of functioning of economic entities in the agricultural sector. In the article, much attention is paid to the issue of performance management entrepreneurship business entities engaged directly in agricultural production, which represents a system of organizational and technological management, providing specified volumes of production and raw materials for the processing industry, meeting the requirements of quality and sustainability and affordable prices for a wide range of consumers, as well as the definition of the specific objectives of the performance management of agricultural producers. In the article the urgency of the problem-oriented approach with identified problems identify the factors increasing the efficiency of agricultural production and to develop an optimal management decisions for specific agrifood systems

TO THE PROBLEM OF LACK OF INFORMATION. SMALL SAMPLES OR "VERY SHORT" TIME SERIES
DescriptionIn present article we consider one of the key problems of short time series in modern scientific prognostification. In scientific papers as a rule the problem of short time series is considered in connection with a problem of small selections. But there are some problems still unsettled what value of selection should be taken as a small one and which time series are short and very short. In spite of the fact that there are exist different opinions on the problem of small selection definition and as a result the definitions of short time series, time series of tax deductions analysis of which is given in the present paper one can qualify as very short ones. The authors are considering tax deductions, the length of which doesn’t exceed twelve meanings. It’s clear that building of the prognostification model on a base of given statistics is impossible. In the present paper the authors offer to carry out analysis of very short time series on the base of graphs and matrixes of similarity. In the base of the method proposed there is a visual method and information base are very short time series of tax deduction and time series of fiscal economic indices, forming taxation base. SUNFLOWER HUSKS AS A SOURCE OF FUNCTIONAL FEED ADDITIVES

DescriptionThe article describes the results of the complex feed additive based on sunflower husk, enriched with beer wort with the addition of pumpkin pulp. We have studied the chemical composition of sunflower husk, which is the secondary resource of the processing plant raw material, selected methods of enrichment of this raw material with the help of fungi Trichoderma harzianum. Cellulolytic enzyme preparations on the basis of fungi of the genus Trichoderma for use in agriculture and animal feed production is often obtained when the surface method of cultivation. These drugs are cheap and contain a significant number of related hydrolytic enzymes, 29 such as amylase, protease, pectinase and hemicellulase, which are also important and valuable to the consumer. As a vitamin component of the feed additive we have selected a pumpkin pulp, which is a valuable feed for livestock and poultry is a source of carotene, fat and nitrogenous substances. We have also developed elements of technology for complex feed additive. We have created a comprehensive feed additive which can be used in the composition of diets in the feeding of farm animals and poultry

USING OF SODIUM HYPOCHLORITE FOR TREATMENT OF SMALL PETS
DescriptionIn the present work we show the results of treatment of surgical diseases of the small domestic animals sodium hypochlorite. Sodium hypochlorite is an antimicrobial, anti-inflammatory and detoxifying agent. We used it in a topical treatment for dogs and cats with allergic, infected wounds and in the post operative period. A solution of sodium hypochlorite is produced by activation of 0.9% sodium chloride solution by electrochemical method using electrometers and "Key", produced by the NGO Pyrolyzer in St. Petersburg. The resulting solution is a colorless transparent liquid, one liter contains 600 mg of the active substance is sodium hypochlorite. In the treatment of surgical diseases in medicine apply modern systemic therapies (drug therapy - physiotherapy - operation-pharmacotherapy), uses the latest drugs targeted actions (antibiotics, immunomodulators, probiotics, enzymes and hormones). There are other methods, including alternative medicine. It is known that increased therapeutic effect on wound process leads to the reduction of the inflammatory response, which can sometimes block local regeneration processes; for dogs and cats moderate inflammatory response in the wound is a necessary condition for successful healing. A certain degree of inflammation of the wound is starting mechanism of reparative processes. These features were considered during the experiment and the selection of treatment regimens

THE ISSUE OF CONCEPT, FEATURES AND CLASSIFICATION OF FINANCIAL-LEGAL NORMS
DescriptionThe concept, essence, value and classification of financial-legal norms are considered in the article. The special attention is paid to detection of peculiarities of these norms allowing delimiting them from norms of other branches of the law. The article emphasizes the fact that the direct purpose of the financial law norms is defined by a subject of the financial-legal regulation that is the relations arising in the process of public financial activities for regulation of formation, distribution and use of public funds of money. The authors’ opinion is reasoned about the fact that financial-legal norms are seldom arise as actual one because rules of conduct very rarely developed in social life as a prototype of the financial-legal norms. This circumstance is caused by the fact that financial relations do not exist and do not arise by it; these relations are shown in the forms determined by the state (municipalities) and depend primarily on social needs which are determined by a level of development of the commodity-money relations, extent of the state activity, social problems and so on. Besides, authors explore the reasons of instability of the financial law norms. In addition, in this article the authors’ opinion about action mechanism of the financial law norms as very actual phenomenon in modern Russia is reasoned. Due to the fact that the budget system of the country is under the influence of financial-legal norms, with help of such norms state extra-budgetary social funds formed and used, monetary and exchange rate policy carried out, so the need of deeper study of these norms and understanding their action mechanism is very actual phenomenon in modern Russia

DETECTIVE POLICE OF THE RUSSIAN EMPIRE IN THE WORKS OF DOMESTIC RESEARCHERS
DescriptionThe article analyzes the most important works on the history, regulatory, and organizational and legal regulation of secret police of the Russian Empire engaged in the fight against criminal offenses, as well as a brief analysis and commentary of the content. It is noted that in the pre-revolutionary historiography special studies on the historical and legal analysis of the criminal investigation have been identified as the national system of secret police was formed only in 1908. In all Soviet historiography police detective, exactly like all public institutions of autocratic Russia as a whole was considered from the extremely negative side, with an emphasis on its "class, anti-national character" and "reactionary nature", within the established ideological dogmas that ultimately resulted in the loss of objectivity and distortion of the truth. Post-Soviet historiography is characterized by an almost total abandonment of rigidly set ideological attitudes that positively entailed as a new vector in the development of historical and historical and legal sciences in general and objective coverage of the problem in particular. During this period there were some published works, though fragmentary, which address the problems of Russian secret police in historical and legal aspects, taking into account the new conceptual approach
