Description
The article shows that in the late XIX - early XX century in Russia it was really bad crime situation. Therefore, on March 12, 1908 due to the orders of the Director of the Police Department, M.I. Trusevich it was formed "Department of Criminal Detective parts", so 8th paperwork Department, tasked with the general supervision over the activities of the detective department of the Empire. June 20, 1908 in the State Duma they discussed the draft law "To the organization of the detective department". July 6, 1908, approved by the State Council and the State duma, the law "To the organization of the detective department" was approved by the Highest Emperor Nicholas II. In accordance with the law there were approved the authorities of the criminal investigation in the largest cities of Russia. The article states that the total number of police detective was brought to 96 units. Analyzing the law in question, it should point to a number of shortcomings associated with its material component. Firstly, this is a minor detective department states even for the 1st category, which significantly reduces the impact of operational and investigative activities, in addition, the absence of the detective department states in the 3rd and 4th digits as an assistant chief of the Detective Department gave problems in cases vacation, business trip or illness head. But in the article there are different and positive aspects of the law. With the adoption of the law it became possible the creation of the All-Russian secret police system

The article notes that in the XIX century by the name of the decree of the Emperor Alexander II there was formed the Kuban area, including the territories of the Black Sea Coast, North-Eastern part of the Kuban and Zakubanye. Based on the opinions of imperial approval of the State Council "On the permission for the Russian citizen of non-army class to settle and acquire property in the lands of the Cossack troops" from April 29, 1868, Kuban as a whole, and the town of Ekaterinodar, in particular, have received a significant increase in population, which meant the prospect of rapid economic development. The article states that in the period from 1869 to 1871 on the territory of the Kuban region there was a judicial reform, which had a result: from the January 1, 1871, alongside with the formation of new courts there were established new court departments of prosecution of the Ekaterinodar District Court. Along with this great transformation, taking place in the police, the Emperor Alexander II, with a view to changes and improvements in the apparatus of the police, approved the "Temporary Regulations for the structure of the police in towns and districts of the provinces, the general establishment of the governed", which provided preservation for the city police exclusively in provincial and major district towns, leaving it under domination of the police chiefs. PROGNOSIS OF RHEOLOGICAL CHARACTERISTIC OF SAUSAGES
DescriptionIn spite of decrease of meat import in connection with introduction of sanctions, demand and production of specialty produce are increased. High demands are lodged to meat produce for production of summer sausages. The technological defective goods of sausages not infrequently occur under use of meat raw with non-traditional autolysis and quality. For prevention of defective goods is necessary to have an opportunity to forecast the chemical content and rheological characteristics of sausages. These indexes are important for prognosis of quality of newly worked out or modernized receipts of sausages. The quality of sausages depends on qualitative indexes of minced meat. One of the indexes of minced beef is a consistence which is assessed not only organoleptically but on rheological characteristics. For production of sausages with advanced chemical content and consistence assessed under the help of rheological characteristics is necessary to work out the method of forecasting of ready goods quality. At projecting of the receipt we were offered to use the calculation of rheological and chemical-technological characteristics. There was described the classification of minced meat as heterogeneous system consisting of dispersive medium and phase. There were considered the possibilities of calculation of rheological, chemical indexes and complex chemical characteristics of minced meat and ready sausages in the work. LAND AND REGISTRY RELATIONS IN THE PERIOD OF THE RUSSIAN EMPIRE (1721 –1825)
DescriptionEvery stage of development of society is accompanied by the development of a state. Land has an inseparable connection with the development of a society as far as it is a basis of relations on possession, use and arrangement with it. Taking the analysis of considering period we see what kind of development was obtained by the land use. As well as we see the importance of these arrangements, firmly passing through centuries. For the describing period of the state moved from state property to the possibility of allotment reception in private hands. Concerning to land management, imitating the west experience and its own observations led it to a new level. It is important to notice that the high cost of living and the complexity of calculation and assessment of lands were always like that and we meet with them nowadays. The large reluctance of people to manage lands and pay taxes for that stands out beyond the state. Historically the origin of land cadastre is characterized under the objective necessity in obtaining of land data, as far as land is a source of getting material goods and the object of taxation. There was presented the transition of land use from simple account of lands to the qualitative land account and main replacement to land management of the territory. IMPROVING THE QUALITY OF MECHANIZED OPERATIONS
DescriptionThe article presents analysis of the problem of increasing the quality of the implementation of mechanized operations to harvest crops and seed dressing chemicals. The quality of grain harvesting combine harvesters was considered for the new modern harvesters in terms of crop losses, grain crushing and microdamages. The quality of seed treatment is considered on the basis of the ejection slot-spraying nozzles at ultra low seed coming down with a conical distribution surface, ending rounded shape logisticians. The problem of improving the quality of the grain harvest is mainly due to its losses for the combine and injury. By the way, the amount of grain crushing almost half its losses determines the percentage of the combine. The greatest fragmentation occurs in the threshing and separating device (LSG) combines with a hammer drums and several times lower - in the axial rotor LSG. At last there is a big advantage - high performance combines that preference when replacing obsolete machines with a hammer apparatus. Quality depends on the etching uniformity of distribution of atomized liquid droplets and completeness of etching. The proposed new flowsheet Dressers fixed flow distribution and ejection-slotted spray solution of the working fluid has significant advantages: reliable processing of seeds, completeness (not less than 97%) and uniformity (98%) of dressing material. Optimal duty cycle flow of seeds created by a fixed cone with an angle of 45 degrees, the spatial arrangement of ejection nozzles relative to the flow of processed seeds provide good quality of work

PECTIN BEVERAGES WITH PROBIOTIC CHARACTERISTICS
DescriptionThe impact of pectins and its concentration on probiotic characteristics of the beverages has been studied for developing the formulation and technology of pectin beverages. Samples of sour-milk products with dry pectin (Unipectin OB 700) and liquid one (pectin apple extract is produced by SunLand) was made. Sour milk microorganisms and bifidobacteria content were defined. High sour milk microorganisms and bifidobacteria content as well as high rate in souring were revealed in the preparatory samples. However, liquid pectin is easier in use. Consequently, the formulation of pectin extract beverages was developed and optimized by using Mathematical Modeling. The samples of beverages were produced and their quality characteristics were evaluated. An optimal fruit/vegetable fillers / whey ration was defined to get the product which combined balanced micronutrient composition, its functional activities and gustatory qualities. For that a three-factor simplex-centroid design was used. The samples produced according to the design matrix were tasted and evaluated by color, flavor, aroma and consistency according to the ten score points scale. The findings were processed with statistical and graphical analysis. The last one used the construction of ternary graphs with the help of «Statistica 7,0» program that allowed to define the most acceptable ranges of fruit/vegetable fillers / whey components in the beverages: fruit juice – 4-16%; pumpkin juice-4-16%; whey -4%. Chemical composition, organoleptical indicators and physicochemical parameters of ready-to drink beverages were examined. As a result, these beverages have been recommended for school feeding as the source of dietary fiber, minerals and vitamins

PHASE ANALYSIS AS A TOOL OF PREESTIMATED ANALYSIS OF THE ACTIVITY OF A MULTIFUNCTIONAL CENTER
DescriptionThe article is devoted to the phase analysis as a tool preprocessor analysis of a multi-purpose center. Consider the time series of the daily number of requests received on the basis of the phase portraits of these time series. These time series have strong properties of cycles and periodicity. Practice has shown that in modern conditions, for example, for the Russian economy with its instability and financial crises, classical economic theory and statistics, built on linear models, turned out to be unproductive. Overview of approaches and economic-mathematical methods preprocessor analysis of evolutionary economic processes and the corresponding time series allows concluding the following: one versatile, satisfying all the requirements, do not possess the shortcomings of the method of analysis and forecasting does not exist. Each approach and each method has its advantages, disadvantages, limits of use. Most of the known methods of forecasting operate detected in the considered time series properties of cycles and periodicity. Thus, the mere presence of a pronounced cyclicity at different levels of the considered hierarchical model of the time series of the number of requests in a multi-purpose center are important indicators of the possibility of constructing an adequate predictive model number of requests in the multi-purpose centre

PROBLEMS OF THE INSTITUTION OF ARBITRATION PROCEEDINGS UNDER LAW REFORM OF ARBITRATION COURTS
DescriptionIn this article we consider the problem of arbitration proceedings and suggest ways to address them. The peculiarities of the arbitration dispute resolution, allowing closer to understanding the nature and the legal nature of the arbitration court. The article analyzes the status of arbitrators in terms of law reform, the conclusion about the absence of common requirements that apply to this post. The attention focused on the absence of liability for breach of arbitrators order arbitration proceedings and the need to introduce. The article also highlights changes in the rights of legal entities to create permanent arbitration courts and analyzes the feasibility of such restrictions. Special attention is paid to the problem of creating "pocket" courts, which hamper the development of mechanisms for alternative ways of resolving civil disputes. A comparative analysis of established practices of arbitration courts in countries such as Brazil, Canada and the United States has been provided. We offer adding certain provisions of the legislation of these countries to the Russian legislation in order to improve the institution of arbitration proceedings. STATE SUPPORT OF ENTREPRENEURSHIP OF THE KRASNODAR REGION
DescriptionThe Krasnodar region has a leading position in the ratings of Russian regions in terms of entrepreneurial activity. However, its entrepreneurs face economic and institutional obstacles. In this article we have conducted a study of institutional rules under which the entrepreneurs in the region studied mechanisms to evaluate the behavior of market participants, the resolution of disputes, to adapt to unexpected changes. It was found that special attention to the state authorities and local governments in the region should be given to the formation and support of small businesses operating conditions as the main form of entrepreneurship. To ensure the conditions for effective development of small and medium-sized businesses, governments and local authorities of the Krasnodar region it has been proposed to implement a number of activities in their work: change the procedure for allocating Guarantee Fund issued guarantees for the region, to increase lending by this Fund; activate all channels of information support of small and medium-sized businesses on economic conditions and mechanisms for their support; develop tools available in bank lending, leasing updates elements of fixed capital

ANALYSIS AND DEVELOPMENT OF AGRIBUSINESS AND AGRIFOOD MARKET OF THE REPUBLIC ADYGEA
DescriptionThe article presents an analysis of the development of agribusiness and agrifood market in the Republic of Adygea. It was found that the reasons for reducing the number of cattle is a drop in demand of the population, the gap in inter-regional relations, the growing disparity of prices for industrial and agricultural production, insufficient state support to agricultural producers. We have shown a reduction in food production, the incomplete development of production and technical capacity of the food industry due to physically and mentally worn out production equipment, lack of working capital for the technical and technological modernization. It is established that the consumer market of the Republic of Adygea is mainly filled with agricultural products and foodstuffs produced by foreign companies, as well as producers of other Russian regions. According to the authors, due to the low level of agricultural prices and limited sales producers annually lose profit on sales. For many households in the region the direct access to the wholesale market is limited, which implies a decrease of efficiency of realization of their products. Price discrimination of dealers and brokers promotes decrease in profit share of agricultural producers in the final retail price of products. It was found that the production of food is unstable and the amount of products is significantly lower than consumption rates. The analysis shows a gradual increase in the volume of food products produced in the Republic of Adygea, except butter, sugar and pasta. Level of consumption for most products exceeds intra production, the deficit is compensated mainly by imports
