ANALYSIS OF DISK WORKING BODIES FOR MINIMUM TILLAGE
DescriptionMinimum tillage technology (mini till) is based on soil preparation for sowing by disk working organs. The spherical disc serves as a ploughshare and a blade and provides soil crumbling. There are two options for placement discs: a battery one on the X-axis with an individual bar. The working depth is adjusted by changing the angle of the battery attack. The distance between the tracks of the spherical discs on the common axis is 220 mm. In processing the soil with plant residues there is winding of stems on the axis which causes the disc jamming. The structural layout of the spherical disk on the individual axis with individual counter has none of these shortcomings. Spherical discs on the individual pole are placed on the frame in parallel rows. The working depth is adjusted by changing the angle of attack of each series. The number of rows on the harrow ranges from two to four. In the three-row harrow the front row is divided into two equal parts, with the working bodies being installed with the opposite direction of the bulge. The recommended working speed of the harrow is up to 12 km / h. The non-standard location of the disk of the mulcher on the spiral rack makes it possible to perform the following functions: crushing and incorporation of crop residues into soil, mulching. The number of rows of the mulcher is two or four, and the speed is of 15 - 18 km / h. The analysis of the data specifications of the harrows and mulchers with a different number of rows and different needs for the engine power of the tractor has been made. There has been determined the empirical dependence of the total number of disks upon the working width of the harrow and the mulcher. Dependence of the minimum power of the tractor upon the working width with different number of rows of the harrow and the mulcher was determined. It was found that at the same working widths, the double row harrow has the smallest value of the minimum power. At the fixed width, the double row mulcher has the highest value of the minimum power

DescriptionDuration of vegetation period is one of the main adaptive traits for any crop or variety. Reasonability of cultivation of a variety in a particular soil and climate zone is determined by the duration of the vegetative period. One of the aims of breeding is the creation of the varieties with the main vegetative phases lasting at more favorable climatic conditions. The most accurate way to determine maturity group of a variety is by estimation of starting of heading phase, which can be defined with the greatest precision. The article covers the analysis of the duration of the vegetative period of the lines and varieties of winter barley of local and foreign selection in the central zone of Krasnodar region. All the varieties were divided into three maturity groups. The vegetative periods of the varieties were studied during four years. The most favorable and adverse conditions for yield formation were determined. The interactions between the productivity of the varieties depending on maturity group were identified. The varieties of the early maturity group which are more productive than the check were selected, which is most valuable for the breeding of the crop. The best varieties with the high and stable yield and the positive traits are regularly involved in the breeding programs with the porpoise of making new varieties of the winter barley

ANALYSIS AND SELECTION OF WORKING MACHINES FOR PRE-TREATMENT OF THE SOIL UNDER GRAIN CROPS
DescriptionThe best predecessors for sowing grain are grains and legumes, tilled cultures and perennial grasses. The precursor also determines the choice of the tillage type. The imperfection of the working bodies of the machines for soil treatment is the main reason for the increase in the complexity of preparing soil for sowing. In recent years, domestic manufacturers have been producing combined working machines that perform several technological operations in one pass. To prepare soil for sowing grain there have been selected disk units and working machines which were tested on the Kuban State Zonal Machine-Station. They fit well with the existing technology. It is rational to conduct tillage of soil for tall crops and perennial grasses by the disc cutter BDM-4×4. The disc cutter efficiently prepares the soil for seed bed cultivation on tilled precursors in one pass or two passes. It is efficient to conduct tillage on grain precursors by the stubble cultivator KSP-6, by the disc combined unit AKD-3 or DCN - 3.3. After grain predecessors the disc guns prepare soil for seed bed cultivation in two passes, and after perennial grass in a single pass. According to the results of the trials on the Kuban State Zonal Machine-Station the stubble cultivator KSP-6 efficiently prepares soil for sowing in one pass of the unit. The block-module cultivator MSC provides high quality pre-sowing cultivation simultaneously with sowing. There was proposed the method of equipping the unit so that it would provide usage of the data and technical characteristics of the tractor and physico-mechanical properties of the soil for which the technological operation is to be done. The proposed method determines the transmission ratio for which the amount of slipping does not exceed the permissible values in agro requirements. The value of the theoretical speed is calculated for the given transmission. Operating speed is determined taking into account the slip values

ANALYSIS AND FUTURE DEVELOPMENT OF INNOVATIVE ACTIVITY IN THE KRASNODAR REGION
DescriptionEffective management of innovation processes is an important prerequisite for economic growth and competitiveness of the country and can be achieved with the active participation of the state in the field of innovation system. The structural elements of the innovation system are the government, business, education and science, which interact on the basis of the legal framework of innovation. Innovative development is the consistent implementation of measures for the implementation of innovative activities by all actors of the innovation system with the involvement of the all major spheres of life and to ensure the effective interaction of all elements of the innovation system. Currently, the priority development of the Russian economy is a shift from raw materials to innovative. The Krasnodar region is among the regions with the most developed innovative potential. The region is actively developing a legislative framework aimed at regulating the innovation processes operate research and development centers, is strongly supported by local authorities. The work is done in scientific and practical directions for minimization of power losses in transmission of electricity to local distribution networks between the actors of the energy (producers and consumers) of energy-saving technologies focused on technological activities such as modernization and reconstruction of networks. Quite often in various circuits of power systems, it is advisable to transfer energy and its power through intermediate (transit) nodes. Structural changes in the electricity sector, at present, are mainly associated with the introduction of market relations between the subjects of energy exchange; therefore, in this work special attention is paid to the problem of calculating the power losses, as it is nonlinearly dependent on the power at the nodes and branches of a network. It should be noted that the nodes in problems transit capacity could be both sources and consumers. The latter necessitated the need for search of possible ways to reduce transportation losses of energy due to both the improvement and optimization of distribution networks and through the use of intermediate transit nodes. It follows that the transportation problem in this formulation is more General and expands the possibilities of optimization of power losses for the local subsystems of the energy clusters. The work is composed of the transport matrix for solving problems transit capacity, where the algorithm taking into account the distinctive features of which consist in the use of continuous numbering of sources and consumers in the matrix, and any node can be a transit country. The transit capacity ii-th node Zii=0, and the dimension of the matrix in contrast to the previously considered tasks has (n+m) (n+m) and it remains square as all the transport problems of linear programming. Transit variables Xii are included in the solution of the problem with a minus sign, and all transit variables are considered basic. From the above example in the work of a number of branches of a network is minimal, which significantly reduces the cost of building and maintaining the network, and the solver minimizes the power loss between the subjects of energy exchange and, as a result to savings from the standpoint of cost of construction of the network and the management of overflows of energy in it

The article is devoted to the search and development of new models of structural changes. The results of these studies correct the activity of the major sugar integrated production systems of sugar subcomplex in the agro industrial subcomplex. The article reveals the problem of formation of an integrated methodology for analysis of structural changes in the economy of AIC, denoted with indicators and macroeconomic parameters of the sugar subcomplex, which need to be considered in the evaluation of structural changes. We set the task of developing a new tool of mathematical statistics, solving a range of problems for identifying non-stationary time series (NSTS) of the “beginning” of new super cycles (sets of cycles). In the economy the classic solution to this problem is in the field of detection of non-equilibrium effect of delayed reaction to earlier technological change, changes in foreign trade conditions, low mobility of labor and capital, and the various barriers to free competition. From our point of view, the ideal solution corresponds to the detection channel offset and the verification of dynamic series for homogeneity, i.e. the presence of phase transitions. The structural shift in the economy can be seen as a qualitative change in the system, consisting in the replacement of the previously existing ties between its constituent parts with new ones. Such shifts are due to the uneven development of the various elements of the economic system, they indicate that there are changes in the needs of subjects of economic life and economic resources. The author proposes a control parameter of the analysis, which uses methods to determine structural changes (tests Pettitte, Buishand and Alexandersson). The article deals with structural changes in the sugar industry of agriculture. The analyzed period is according to different categories from 60 to 180 years. The presence of structural changes is investigated by indicators such as the amount of sown areas, gross harvest, yield of sugar beet and sugar production from sugar beets and cane. We have investigated the theoretical and methodological approaches, the existing methods for the analysis of structural shifts in the economy and their impact on reproductive processes, their classification is given. We have identified key issues of improving efficiency and quality of transforming the economic structure of the sugar subcomplex. The article shows the dynamics of indicators of the economic structure of the sugar subcomplex of Russia and other countries of the world for different periods of time and its impact on sugar subcomplex of AIC. The author has proposed an adaptive algorithm and model test for homogeneity (structural shift) for integrated production systems that focus on sugar subcomplex of AIC. This method has been tested by the author in relation to economic systems (at various levels) of sugar subcomplex in agro industrial subcomplex of Russia, other countries and the world at large. Along with this, the author has proposed (we have developed a hierarchical analysis of structural changes) to use the identification of clusters for each category of sugar subcomplex with attraction of mathematical apparatus in the form of tests for homogeneity. We have marked indicators and parameters for the analysis of structural shift, the main reasons for this phenomenon. The results of empirical studies carried out have confirmed the possibility of practical use of the developed analysis

ANALYSIS OF STAFFING OF THE HEALTH INDUSTRY OF THE KRASNODAR REGION
DescriptionHealth protection of the population is one of the foundations of the constitutional system of Russia. The right of everyone to health care and medical care is enshrined in the Constitution of the Russian Federation (Article 41). This right is ensured by providing citizens with free medical assistance in state and municipal health care institutions, financing federal programs for protecting and promoting public health, implementing measures for the development of state, municipal, Private health systems. The quality of medical care depends on such factors as the material and technical base and the financial and economic conditions of the activities of medical organizations, the activities of public authorities in the field of health care, and the optimality of the use of resources. However, first of all, the quality of medical care is determined by the level of staffing of medical institutions, professional training and qualification of specialists. In the coming years, one of the strategic tasks of the Ministry of Health of Russia is to improve the quality of managerial personnel: the chief physicians of medical organizations, specialists in the fields of quality management, drug provision and financial and economic management. Until 2018, it is planned to conduct a large-scale upgrading of the managers who supervise financial and economic activities in medical organizations of all the constituent entities of the Russian Federation working in the MHI system
