DescriptionThe article is devoted to the solution of the problem which is the fact that on the one hand, the rating of Russian universities is in demand and on the other hand it hasn’t been created yet. The proposed idea of solving the problem consists in the application of domestic licensing of innovative intelligent technologies for these purposes: we have suggested using an automated system-cognitive analysis (ASC-analysis) and its software tools – the intelligent system called "Eidos". These methods are described in detail in this context. It is proposed to consider the possibility of applying these tools on the example of the Guardian University ranking. The article discusses its private criteria (indicators of universities). We specify the sources of data and the methods of their preparation for processing in "Eidos" system. In accordance with ASC-analysis methodology the article describes the installation of "Eidos", the data input into it, and the formalization of the subject area, synthesis and verification of models, their display and use to solve problems of assessment of the Guardian rating for Russian universities and research object modeling. It also discusses the prospects and ways of development of the integrated rating of Russian universities and operation of rating in adaptive mode. We have also specified the limitations of the proposed approach and the prospects of its development

SYNTHESIS OF MODULAR UNINTERRUPTED POWER SUPPLY SYSTEMS WITH INCREASED RELIABILITY
DescriptionThe level of technical development today requires the creation of highly effective, including reliable, uninter-rupted power supply systems. We have shown modern requirements and design features of modern systems of uninterruptible power supply, which should be built on a modular principle. It is shown that the problem of synthesis of systems in a modular approach is addressing three issues: development of the structure of the system subject to the requirements of consumers to quality of power and the allowable time of power outage; determining the required level redundancy of major functional units (blocks, elements) to ensure the required reliability of the system; - ensuring the most effective interconnection of modules, including electromagnetic compatibility, and the rational use during normal and emergency operation of the system. We have proposed new structural solution of the main functional units and uninterrupted power supply systems in modular design. To reduce EMI and improve efficiency uninterruptible power supply systems in the design of static converters we need to use a transformer with a rotating magnetic field. In addition, the prospective current is to be used as a source of renewable energy. Description14 January 2019 at the website of the higher attestation Commission of the Russian Federation http://vak.ed.gov.ru/87 the information appeared: "About refining of scientific specialties and their respective fields of science where publications are included in the List of peer-reviewed scientific publications, where basic scientific results of dissertations on competition of a scientific degree of candidate of Sciences, on competition of a scientific degree of the doctor of Sciences must be published ". It is reported that according to the recommendation of the HAC for other publications included in the List of groups of scientific specialties, the work on refining scientific specialties and branches of science will be continued in 2019. This work is a continuation of the author's series of works on cognitive linguistics. It offers innovative intelligent technology to automate the solution of the problem formulated by the higher attestation Commission of the Russian Federation above. With the use of the automated system-cognitive analysis (ASC-analysis) and its programmatic toolkit which is intellectual system called "Eidos" directly on the basis of official texts of passports of scientific specialties of the higher attestation Commission of the Russian Federation, there were established their semantic kernels, and then, implemented the automatic classification of scientific texts (articles, monographs, textbooks, etc.) on the specialties and groups of specialties of the higher attestation Commission of the Russian Federation. Traditionally, this task is solved by dissertation councils, as well as editorial boards of scientific publications, i.e. by experts, on the basis of expert assessments, in an informal way, on the basis of experience, intuition and professional competence. However, the traditional approach has a number of serious drawbacks that impose significant limitations on the quality and volume of analysis. Therefore, the efforts of researchers and developers to overcome these limitations are relevant. Currently, there are all grounds to consider these restrictions as unacceptable, because they are not only necessary, but also quite possible to overcome. Thus, there is a problem, the solution of which is the subject of consideration in this article. A detailed numerical example of solving the problem on real data is given as well

The article describes the synthesis and verification of statistical and system-cognitive models of the influence of environmental factors on the quality of life of the population of the region. This stage of the ASC-analysis is performed in the system called "Eidos". As a result, we have created and validated (verification stage) all the specified systemic cognitive models. It is expected that reliability for the models of knowledge is sufficiently high for a given subject area, that is why we can state the discovery of a dependence of life expectancy and causes of death from environmental conditions. Typically, knowledge models are approximately 20% higher in accuracy than statistical models, which operate on the principle of positive pseudo-prediction. Making decisions based on the model of Abs (matrix of absolute frequencies) is not appropriate because of the different number of instances of classes (generalized categories) and dependence of the solutions of this amount. In the model called Prc2 (conditional and unconditional percentage distribution) the dependence of the model values of the number of examples in classes has been removed, but the accuracy of it is usually same low as in the Abs. In addition, for decision-making based on this model, one has to compare the values of conditional and unconditional probabilities manually, which is laborious and hardly possible for large dimensional models. The knowledge model called Inf3, based on a measure similar to the Chi-square, is the result of the automated comparison of values of conditional and unconditional probabilities presented in the model of Prc1, which is similar to Prc2, and usually has a fairly high accuracy, especially considering the high complexity of the subject area, which we simulated. Therefore, in accordance with the technology of the ASC-analysis data conversion into information, and afterwards - into knowledge, it is the model of Inf3 which is planned to be used for the solution of problems of identification, forecasting, decision-making and exploring the modeled subject area, through the study of its models
